SME Sustainability Assessment Development

Background & Purpose 

The Danish Green Growth Technical Assistance and Market Development Program is a DKK 22.5 million initiative designed to facilitate and expand green investments in small and medium enterprises (SMEs) across the Somali region. The program is implemented by Shuraako Capital, which also manages the Nordic Horn of Africa Opportunities Fund (NHAOF). Under the program, qualified SMEs will receive access to five-year, sharia-compliant loans alongside targeted technical assistance and market development support. To ensure investments meet sustainability criteria and identify opportunities for improvement, all SMEs must undergo ESG and sustainability assessments. This Contractor will design the sustainability assessments, working with Shuraako Capital’s E&S Manager to integrate these sustainability assessments with pre-existing ESG assessments, deliver these assessments to clients, and report back to Shuraako Capital and the donor on the results. 

Responsibilities 
  • Co-design ESG/sustainability assessment format and questions with Shuraako
  • Conduct ESG assessments for SMEs in coordination with Shuraako Capital’s E&S Manager and recommend sustainability TA options
  • Incorporate results into Shuraako’s M&E data systems
  • Submit invoices and receipts with supporting documentation
  • Report number of outputs, disaggregated by sector, gender, youth, and Rio marker classification
Deliverables & KPIs 
  • Sustainability assessment designed and integrated with Shuraako Capital systems
  • 80 sustainability assessments completed
  • 100% of portfolio companies with updated ESG action plans
  • Annual trend reports produced
  • Financial and M&E reports submitted error-free and on time
Qualifications 
  • 5–7 years’ ESG/sustainability experience
  • Familiarity with Rio Framework, IFC PS, andfluence
  • Experience working with SMEs in the Horn of Africa
  • English fluency required, Somali language fluence strongly preferred

SME Investment Readiness

Background & Purpose

SMEs require professionalized business plans, financial statements, and loan applications to qualify for investment under the program. This Contractor will prepare these documents, coordinating closely with Shuraako Capital and providing iterative feedback to clients along the way. 

Responsibilities 
  • Support the drafting of business plans and financial statements for SMEs applying to the Nordic Horn of Africa Opportunities Fund
  • Provide other support to clients during the application process, as needed
  • Incorporate feedback from Shuraako and Investment Committee (IC) reviewers
  • Attend quarterly review meetings with Shuraako Capital
  • Submit invoices and receipts with supporting documentation
  • Report number of outputs, disaggregated by sector, gender, youth, and Rio marker classification
Deliverables & KPIs 
  • 80 business plans and financial statements delivered, ≥90% approved by IC
  • Participation in quarterly quality review meetings
  • Financial and M&E reports submitted error-free and on time
Qualifications 
  • 5+ years’ SME finance/business planning experience
  • Demonstrated experience preparing investment-ready documents
  • English and Somali language fluency required

SME Event Production

Background & Purpose 

The Danish Green Growth Technical Assistance and Market Development Program is a DKK 22.5 million ($3.5 million) initiative designed to facilitate and expand green investments in small and medium enterprises (SMEs) across the Somali region. The program is implemented by Shuraako Capital, which also manages the Nordic Horn of Africa Opportunities Fund (NHAOF). Under the program, qualified SMEs will receive access to five-year, sharia-compliant loans alongside targeted technical assistance and market development support. Events are a central part of the market development component, seeking to bring SMEs together with government and with each other to discuss challenges and opportunities related to sustainability and the broader business climate for SMEs in the Somali region. We will bring on 1-3 contractors to cover each of our regional offices in Mogadishu, Hargeisa, and Garowe. 

  • SME education events: convenes SME owners to hear from Shuraako Capital clients who are successfully implementing renewable energy projects
  • Government events: convenes SMEs with Somali government officials and development partners to discuss practical challenges and opportunities related to sustainability
  • SME exchange events: convenes SMEs from the same geographic region across various sectors with each other to share best practices and opportunities
  • Plan individual events (scope, participants, venues, media, etc.)
  • Build guest lists, prepare agendas, secure speakers, and manage RSVPs
  • Deliver all logistics (venue, catering, AV, security, travel)
  • Gather and submit participant lists
  • Submit invoices and receipts with supporting documentation
  • Document key takeaways and lessons learned
  • Report to Shuraako Capital in accordance with Green Growth Program requirements
Deliverables & KPIs 
  • 36 events (12 per region) delivered, with 15 SME education, 9 government, 12 SME exchanges in total
  • ≥200 stakeholders engaged.
  • Post-event reports submitted within 14 days
  • Financial reports submitted error-free and on time
Qualifications 
  • 5+ years’ event management experience in the Somali region
  • Somali and English language skills
  • Proven record delivering development events
